A student who is ineligible to receive a Federal Pell Grant because he or she has reached or exceeded the lifetime eligibility used (LEU) does not automatically lose eligibility for FSEOG, although in practice, limited FSEOG funding and awarding rules may prevent such a student from receiving FSEOG at many institutions. FSEOG awarding rules dictate that schools must first award students with the lowest expected family contributions (EFC) who will also receive Pell Grants in that award year. This group is called the FSEOG first selection group.
