At a time when state funding is continually declining and tuition is on the rise, increases in federal student aid and tax credits are on average falling short of covering the rising cost of higher education, according to a report from the Center on Budget and Policy Priorities. The report examines state levels of higher education funding, which remain “well below pre-recession levels.”
