DoD Issues Revised Memorandum Of Understanding With New Signing Deadline Of Sept. 5, 2014

The Department of Defense (DoD) released a revised memorandum of understanding (2014 MOU) on May 23 for institutions that participate in the Tuition Assistance programs for active duty military. (DoD MOUs do not apply to veterans’ educational benefits, which are administered by the U.S. Department of Veteran Affairs.) The MOU had a signing deadline of July 23.

On July 7, DoD released a very slightly revised “MOU, Change 3” with an extended deadline for signing (September 5). According to the American Council on Education (ACE), although it entailed only one minor formatting change, this new MOU is the most recent version that must be signed by institutions. Alternately, ACE has ascertained that institutions that have already signed the 2014 MOU (“MOU, Change 2”) can simply submit a signed certification acknowledging they have reviewed and accepted the change in MOU-Change 3. However, all participating institutions have to take one of those steps (sign the new MOU-Change 3 or submit the signed certification). The certification is available at

ACE and the National Association of College and University Business Officers (NACUBO) released a comprehensive Q&A detailing the 2014 MOU.
