According to a report from POLITICO this morning, the Senate Appropriations Committee will include a provision reinstating the year-round Pell Grant – which was repealed in 2011 – in its fiscal year 2017 Labor, Health and Human Services, Education, and Related Agencies subcommittee appropriations bill.
The subcommittee will review the legislation on Tuesday before the full Senate Appropriations Committee takes action, tentatively scheduled for Thursday. Text of the bill illustrating the specifics behind how this version of year-round Pell would be revived has yet to be released.
Additional funds to offset the new costs will likely come from surplus dollars within the Pell Grant program itself. It's unclear at this time how the appropriations process will move forward, but most observers expect a continuing resolution (CR) until after the November election, when Congress will flesh out some sort of omnibus package, which would likely include year-round Pell.
NASFAA has maintained support for reinstating year-round Pell, while also working with lawmakers to fix some of the implementation challenges impacting financial aid offices in the last iteration. Stay tuned to Today's News for more information as it becomes available.

One would hope that lawmakers understand the up-front cost of YR Pell is worth the long-term benefits. And let's hope for regulatory ease while we're at it.
