NEWS FROM NASFAA

 Off the Cuff

This week on "Off The Cuff," Justin and Allie are joined by special guest Brad Barnett – senior associate director of financial aid and scholarships at James Madison University, and NASFAA Board treasurer. Justin, Allie, and Brad discuss Congress' return from recess next week, and how soon lawmakers might come to a compromise on a budget deal – perhaps including year-round Pell. Justin and Allie also dive into the details of the first DREAMer deported under the Trump administration and what that could mean for other DACA-protected individuals. Plus, Brad shares his experience teaching a popular course on personal money management and financial literacy.

On Thursday, NASFAA submitted comments to the Consumer Finance Protection Bureau (CFPB) in response to its proposed information collection related to student loan servicing market monitoring. In its comments, NASFAA supported the CFPB’s efforts to enhance existing student loan data, including the separation of graduate/professional borrowing from other types of student borrowing, and the collection of private student loan data volume. The CFPB also proposes to collect data on servicer customer outreach efforts. NASFAA expressed its hopes that the CFPB would make the data collected publicly available, and that the data would be incorporated into the Department of Education’s servicer performance metrics.

U.S. DEPARTMENT OF EDUCATION

The Department has been asked to restate its guidance regarding how schools should report a student's enrollment to NSLDS during the summer when the student was enrolled in the preceding spring term and is expected to enroll for the upcoming fall term.

Schools are required to report enrollment data to the National Student Loan Data System (NSLDS) at least every 60 days. Schools are required to certify the enrollment status of all students who appear on the NSLDS Enrollment Roster sent to the school (or its designated third-party servicer), either in batch or online using the Enrollment Maintenance page of the NSLDS Professional Access website. Schools are strongly encouraged to add a new or transfer student who has received Title IV aid at another school, even if the student is not receiving aid at the new school. Many schools report enrollment information monthly, which NSLDS recommends as it allows for more current enrollment status changes.

x - FEDERAL REGISTER

The Department of Education (Department) issues these final regulations to adjust the Department's civil monetary penalties (CMPs) for inflation. An initial “catch-up” adjustment was required by the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015 (2015 Act), which amended the Federal Civil Penalties Inflation Adjustment Act of 1990 (Inflation Adjustment Act). These final regulations provide the 2017 annual inflation adjustments to the initial “catch-up” adjustments we made on August 1, 2016, through an interim final rule (IFR).
