The NASFAA Reauthorization Task Force appreciates the comments and suggestions the NASFAA membership has provided on components of the Higher Education Act of 1965. Since mid-April, we gathered comments at conference listening sessions and open forums as well as through the TaskForce's electronic mailbox on FSEOG, LEAP, Perkins Loans, Federal Work-Study, Pell Grants, need analysis, program integrity, the Return to Title IV Funds provisions, and general provisions.
We also used an on-line survey to collect thoughts and opinions on important issues that will likely be addressed by the higher education community. In addition, the NASFAA Reauthorization Task Force Advisory Group continues to provide feedback on preliminary recommendations before they are published on NASFAA's Web Site for review and reaction by the membership at large.
The Task Force is developing recommendations that are intended to benefit students and schools. Suggestions advanced by the membership have been helpful in identifying the potential impact of changes at our various institutions. Among the issues identified so far by the various NASFAA constituencies are federal loan limits, the age of independence, community service requirements, equal treatment of veteran's benefits, elimination of drug conviction and selective service requirements, the return to Title IV funds provisions, study abroad and distance education provisions, and the Federal Methodology formula and process.
The RTF's preliminary recommendations on FSEOG/LEAP and Perkins are available on-line for membership comment. Additional preliminary recommendations for the other components of the Higher Education Act will be announced in Today's News during September and October. Membership comments will be reviewed before recommendations are submitted to the NASFAA Board of Directors. Board-approved recommendations will form the legislative proposals NASFAA will send to Congress in 2003.
The Higher Education Act expires on September 30, 2003. It seems likely, however, that a one-year extension could be used under the authority of the General Education Provisions Act (GEPA). It is important that NASFAA's membership continue to forward comments, questions, and suggestions to the Task Force.
