Letter to Sens. Edward Kennedy (D-MA), Jon Kyl (R-AZ), Dianne Feinstein (D-CA), and Sam Brownback (R-KS) Supporting S. 1749, the Enhanced Border Security and Visa Entry Reform Act of 2001

April 11, 2002

Dear Senator:

On behalf of the American Council on Education (ACE) and the higher education associations listed below, I write to express our strong support for S. 1749, the "Enhanced Border Security and Visa Entry Reform Act of 2001." We understand that this bill is likely to come before the full Senate for consideration in the very near future.

This bill will strengthen the Student and Exchange Visitor Information System (SEVIS) and will permit more careful monitoring and sharing of information about international students. The legislation also addresses interim steps to improve the monitoring of international students before SEVIS is fully operational, including the requirement that institutions of higher education notify the Immigration and Naturalization Service (INS) that an international student has failed to enroll in a specific college or university.

Thank you for your leadership in developing legislation that successfully addresses immediate and long-term security issues. The higher education community looks forward to working with you to ensure these essential reforms are realized.

Sincerely,
David Ward
President, American Council on Education
