The House of Representatives approved Tuesday by a vote of 421
yeas to 1 nay H.R. 1412, the Higher Education Relief Opportunities
for Students Act of 2003, nicknamed “HEROES."
H.R. 1412 gives the
Secretary of Education broad authority to waive the Higher Education Act of
1965's regulatory or statutory requirements to respond to the student
assistance needs of students, families and student loan borrowers in connection
with a war or other military operation or a national emergency. The bill was introduced
on March 25. It provides authority
similar to that given following the terrorist attacks of September 11, 2001 and to that given during the Desert Storm war.
NASFAA was one of 15 organizations endorsing H.R. 1412 in a letter Monday to House Members. NASFAA had previously endorsed passage of the act in a letter to the Chairman of the House Education & the Workforce Committee.
