NASFAA Strongly Endorses H.R. 1412, Higher Education Relief Opportunities for Students Act of 2003

Dear Mr. Chairman:

On behalf of the National Association of Student Financial Aid Administrators (NASFAA), representing student financial aid administrators at nearly 3,000 postsecondary institutions, I am writing expressing our organization's strong support for H.R. 1412, Higher Education Relief Opportunities for Students Act of 2003.

H.R. 1412 gives the Secretary of Education broad authority to waive the Higher Education Act of 1965's regulatory or statutory requirements to respond to the student assistance needs of students, families and student loan borrowers in connection with a war or other military operation or a national emergency. Without this waiver authority the Secretary of Education will not have the full authority necessary to deal with student loan and other student aid matters. This legislation provides authority similar to that given following the terrorist attacks of September 11, 2001 and to that given during the Desert Storm War. It is imperative to approve this legislation so that affected individuals may be given appropriate relief from certain administrative requirements and receive similar benefits that the Congress has granted during past times of national crisis.

We strongly urge the House to approve H.R. 1412 which will do so much to help those affected by the recent war efforts.
