Appropriations Subcommittee Approves Slight Pell Maximum, TRIO, and GEAR UP Increases Over President's Budget Request for FY04

The House Appropriations Subcommittee on Labor, Health and Human Services, and Education on June 19 approved a fiscal year 2004 appropriations bill by a party-line vote, with 11 Republicans voting "aye" and seven Democrats voting "no."

The bill would fund a $4,050 maximum Pell Grant for FY 2004. That's identical to the FY 2003 Pell Grant appropriation, and represents a $50 increase over President Bush's $4,000 FY 2004 budget request for Pell.

The bill also provides for a $32.3 million increase over the President's budget request in TRIO funding, for a total of $835 million, and a $15 million increase in GEAR-UP, for a total of $300 million. The President's budget request for each of those programs was for less than the final FY2003 appropriation. NASFAA will publish a detailed report after the full House Education and the Workforce Committee takes up the appropriations bill later this week.
