Summary: This letter
describes the 2003-2004 Campus-Based reallocation process, including information
that the Reallocation Form is due to the Department by August 20, 2004.

The Campus-Based Reallocation
Form (E40-4P) for 2003-2004 will be available in late July and will have a submission
deadline of August 20, 2004. The Campus-Based Reallocation Form is used in the
Federal Supplemental Educational Opportunity Grant (FSEOG), Federal Work-Study
(FWS), and Federal Perkins Loan programs (the campus-based programs) to release
unexpended portions of your 2003-2004 allocations, or to request supplemental
2004-2005 FWS funds for community service jobs. This letter and its attachments,
enables you to begin to perform the work needed for completion of the form when
it becomes available.

Q1 Do I need to complete
the Reallocation Form?
A1 You need to complete
the Reallocation Form if you meet either of the two criteria below:
1. If you do not intend
to spend your school's entire 2003-2004 allocation in any of the three campus-based
programs; or
2. If you would like
to request supplemental 2004-2005 FWS funds to pay students in community service
jobs (not for any other purpose), and:
a. Your school spent
at least 5% of its total 2003-2004 FWS federal funds to compensate students
employed as reading tutors of children or in family literacy activities
as part of your community service activities, and;
b. Your school has an FWS fair share shortfall as shown on line 28 of its
2004-2005 final funding worksheet, which was provided with your tentative
allocation letter.
Q2 Why is this form
so important to the campus-based programs?
A2 Without the information
collected on the Reallocation Form we would be unable to reallocate unexpended
campus-based funds from the 2003-2004 award year as supplemental allocations
for the 2004-2005 award year. Since we only have authority to reallocate funds
until September 30, 2004 we cannot wait until we have your expenditure data
from the FISAP that will not be due until October 1, 2004. It is important that
you release unexpended campus-based funds now so that they can be used to fund
needy students for the 2004-2005 year. Unexpended 2003-2004 funds not released
at this time will revert to the U.S. Treasury instead of being available to
assist needy students.
Q3 Where do I obtain
the Reallocation Form?
A3 The Reallocation Form
will be available on the FISAP on the Web site at http://www.cbfisap.ed.gov/.
To login to the web site you will need a valid Department of Education Federal
Student Aid PIN and TG number for the campus-based programs. After logging in
and accessing the FISAP on the Web for the 2005-2006 application year, the Reallocation
Form is accessible through the "Setup" option on the top navigation
bar. Select the Reallocation Form link from the "Setup" window to
display the Reallocation Form.
Q4 Where can I get instructions
for the Reallocation Form?
A4 Instructions for the
Reallocation Form are included with this letter, and may also be accessed on
the FISAP Web site through the "Help" option on the top navigation
bar. From there, go to the "Contents" tab on the left hand menu, select
"Setup" and then "Setup - Reallocation Form" to view the
Reallocation Form instructions.
Q5 How do I submit the
Reallocation Form and how am I assured that the Department has received my Reallocation
Form?
A5 The Reallocation Form
must be submitted to the Department electronically using the FISAP on the Web
site. After you have completed the Reallocation Form, click the "Submit"
button to submit the form. You can verify your submission by going to the "Self-Service"
page and clicking on the Submission Log link under the Acknowledgments heading.
Q6 When is the Reallocation
Form due?
A6 The deadline for the
electronic submission of the 2003-2004 Reallocation Form is 11:59 PM Eastern
time on August 20, 2004. The electronic submission must be completed and accepted
by 12:00 midnight to meet this deadline.
