How to Read NASFAA's Side-by-Side Comparisons of House and Senate HEA Reauthorization Bills to Current Law
All the following examples come from an earlier posting on the
Pell Grant document.
The first column has excerpts of the law and they are numbered as they are in the law e.g. "SEC. 401. FEDERAL PELL GRANTS: AMOUNT AND DETERMINATIONS; APPLICATIONS. (a) PROGRAM AUTHORITY AND METHOD OF DISTRIBUTION" Main sections are in bold.
The second column contains the exact legislative language in the House bill, H.R. 609 e.g. "SEC. 401. PELL GRANTS. (a) EXTENSION OF AUTHORITY.Section 401(a) (20 U.S.C. 1070a(a)) is amended by striking "2004" and inserting "2012'" Again, main section, subsection, paragraph, etc are in bold.
The third column contains the exact legislative language in the Senate bill, S. 1932 e.g. "SEC. 401. FEDERAL PELL GRANTS. Section 401 (20 U.S.C. 1070a) is amended
(1) in subsection (a)(1) (A) in the first sentence, by striking "2004" and inserting "2012"; and (B) in the second sentence, by striking ",," and inserting "," 7361." However, to use this example, "SEC. 401" and other references following refers to the Section of the Senate's original bill where it might be found, S.1614. But at the end of each statutory change made by the Senate bill you will find a number in bold, in this case 7361. This number refers to the Section number in S. 1932 were you will find the Senate legislative language changing current law as part of the Reconciliation bill.
The fourth column contains a brief NASFAA staff description of the changes made by either the House or the Senate bill or by both bills. The House explanation is in regular type; the Senate explanation is in italic type.
