Summary: Special FISAP Instructions for Host Institutions that Enrolled Students from a Gulf Hurricane Impacted Institution as Non-Regular Students
The Department issued
guidance that allowed a host institution to award federal student aid
to a student enrolled in a non-regular student status (transient, visitor,
etc.) as a result of Hurricanes Katrina or Rita. The host institution
was required to obtain a signed certification from the student in which
the student acknowledged that he or she was enrolled in, or admitted to,
a degree, certificate, or other credential program for the 2005-2006 academic
year at a specifically identified eligible institution that was impacted
by Hurricane Katrina or Hurricane Rita. This authority to award federal
student aid to students who were not enrolled as regular students expired
on December 31, 2005 unless they were enrolled or accepted for enrollment
at an impacted institution that did not reopen in January 2006, or that
did reopen but did not offer the educational program in which the student
was enrolled.
When completing the
Fiscal Operations Report and Application to Participate (FISAP), that
is to be filed no later than September 29, 2006, these hurricane impacted
non-regular students are not to be included in Part II, Section F (Information
on Eligible Aid Applicants) even though they may have received federal
student aid under the special condition waiver. However, if the host institution
had enrolled any of these hurricane impacted non-regular students as regular
students anytime during the 2005-2006 award year, the regular students
would be entered in Part II, Section F of the FISAP.
It is important to
note that if the host institution disbursed campus-based funds to a hurricane
impacted student who was enrolled as a non-regular student, those disbursements
must be reported in the appropriate fields in the Fiscal Operations Report
portion of the FISAP.
