The College Opportunity and Affordability Act, the comprehensive reauthorization of the Higher Education Act, passed the House on February 7, by a vote of 354-58. The bill addresses the soaring price of college, and removes other obstacles that make it harder for qualified students to go to college. Rep. George Miller recently sat down to talk about the bill.
