Subject: 2008-2009 Supplemental Campus-Based Awards
Summary: This letter provides information about supplemental campus-based awards for the 2008-2009 Award Year
Each year prior to September 30th, we use information collected on the
Campus-Based Reallocation Form (ED Form E40-4P) to reallocate unexpended
Federal Supplemental Educational Opportunity Grant (FSEOG), Federal Work-Study
(FWS), and Federal Perkins Loan (Perkins Loan) program funds from the
previous award year as supplemental allocations for the current award
year. Accordingly, later this month we will distribute the supplemental
campus-based awards for the 2008-2009 Award Year to schools that meet
the required conditions for receipt of such funds. Because there were
no new Perkins Loan funds appropriated for the 2007-2008 Award Year, there
are no Perkins Loan funds available to be awarded through the supplemental
award process.
The questions and answers that follow explain how the 2008-2009 supplemental
award funds for each campus-based program were distributed and how schools
will be notified of the supplemental awards.
QUESTIONS AND ANSWERS
Q1: How are supplemental campus-based funds distributed?
A1: Supplemental campus-based awards are distributed in accordance
with sections 413D(d), 442(d), and 462(i) of the Higher Education Act
of 1965, as amended, and the regulations at 34 CFR 673.4. In addition,
a school must qualify for at least a minimum supplemental allocation of
$1,000 in a program to receive funds for that program.
Supplemental Perkins Loan funds will not be awarded for the 2008-2009
Award Year because there were no new Perkins Loan funds appropriated for
the 2007-2008 Award year.
Supplemental FSEOG funds were awarded to participating schools
as follows:
We will award 100 percent of the available FSEOG funds to schools affected
by the 2005 Gulf hurricanes that had a reduction in their allocation for
the 2008-2009 Award Year due to a drop in enrollment in the 2006-2007
Award Year. As student enrollments are returning to pre-hurricane levels,
the awarding of supplemental funds to these schools is a meaningful way
to use the funds and continue our commitment to assist the students they
serve.
Supplemental FWS funds were awarded to participating schools as
follows:
We will award 100 percent of the available FWS funds to schools with
a 2008-2009 fair share shortfall (final funding worksheet for FWS, line
28) that

Indicated on line 4 of the Campus-Based Reallocation Form (ED
Form E40-4P) that they spent at least five percent of their total
2007-2008 FWS funds to compensate students employed as reading tutors
of children or in family literacy activities as part of their community
service activities; and

Requested a supplemental 2008-2009 FWS allocation on line 5 of
the Campus-Based Reallocation Form (ED Form E40-4P) to compensate
students employed in community service jobs during the 2008-2009
Award Year (and not for any other purpose). |
Note: We will verify that a school did spend at least five
percent of its total 2007-2008 FWS allocation to compensate students employed
as reading tutors of children or in family literacy activities as part
of its community service activities when we receive the school's FISAP
due October 1, 2008. If a school received supplemental FWS funds for which
it was not entitled, those funds will be deobligated.
Q2: How will we be notified that we received a supplemental campus-based
award?
A2: In late September 2008, we will notify your school by e-mail
if it received a supplemental award of campus-based funds. We will send
this e-mail to your school's Financial Aid Administrator, as provided
in your school's most recently submitted Fiscal Operations Report and
Application to Participate (FISAP) or as updated via the "Contact
Info" page on the eCB Web site.
In the e-mail, we will inform your school that we have determined its
supplemental funding for the 2008-2009 Award Year and that your school's
Statement of Account on the eCB Web site
reflects the supplemental award amount.
To access your school's Statement of Account, log in to the eCB
Web site, select the "Self-Service" link from the top navigation
bar, and scroll to the "Campus-Based Notifications for All Available
Award Years" section. Then, scroll to the "Statement of Account"
bullet and click on the "2008-2009" link next to it.
Q3: Will any additional funds become available for the 2008-2009 Award
Year?
A3: Other than funds distributed through the supplemental process,
we do not anticipate that any additional unexpended campus-based funds
from the previous award year will become available for the 2008-2009 Award
Year. Therefore, please do not submit requests for further funding through
the supplemental award process.
