Summary of VA Education Benefits To Be Excluded From Estimated Assistance
Last week, the President signed into law the Higher Education Act Technical Corrections Bill (H.R.1777). Among the provisions included in the bill is an updated definition of the term "veterans' education benefits", all of which are to be excluded from estimated financial assistance (EFA) as of July 1, 2009 (beginning with the 2009-2010 award year and thereafter).
Montgomery GI Benefits (Ch. 30) were already excluded from EFA for subsidized Stafford loans (as are national and community service program benefits). Now, all VA education benefits as defined in Part F of the HEA are excluded from the definition of EFA for purposes of campus-based programs and all FFEL and DL loans.
Although the expansion of excluded VA education benefits was accomplished by the Higher Education Opportunity Act of 2008, the effective date had been set as July 1, 2010. The Technical Corrections move that date up to July 1, 2009. The new definition of VA education benefits - as well as the old definition - are listed below.

- Chapter 32 of title 38, United States Code (Post-Vietnam Era Veterans’ Educational Assistance Program)
