Topic: The Final Rules, Fall 2007: General Provisions Package

This Webinar reviews the final rules published in
the Federal Register as the "General Provisions" package on November 1, 2007.
It describes changes to the:
General provisions definitions;
Title IV payment period provisions and when Title IV funds may be disbursed;
Minimum loan period and annual loan limit progression provisions;
Cash management provisions for drawing down, disbursing, and handling Title IV
funds; and
Formula used for certain types of academic programs when calculating the
amount of Federal Pell Grant, Academic Competitiveness Grant, and National SMART Grant for a payment period.

Background Information
In response to legislative activity as well as the need
to update certain Title IV regulations, the Department of Education (ED) established
negotiated
rulemaking panels that met from December 2006 through April 2007. Three Notices
of Proposed Rulemaking (NPRM) resulted from those efforts, although the negotiators
did not reach consensus agreement on all of the issues discussed. Following
a period of public comment, final rules have now been issued.
NASFAA presents this series of Webinars, The Final
Rules, Fall 2007, to help our members begin their analyses of the revised
rules and prepare for implementation of the regulatory changes.
