NASFAA's Compiled Title IV Regulations provides a searchable PDF document for each of the major parts of CFR 34. Each document contains a table of contents that is linked to the regulatory sections in that part for easier navigation. NASFAA incorporates new regulations for each award year in a format that shows what text will change the following July 1, while retaining the compiled regulations from previous years for reference.
- As of July 1, 2008 (Includes revisions that may be applied to 2007-08) Here you will find HEA, Title IV regulations in effect beginning with the 2008-09 award year. Revisions that become effective July 1, 2008, are shown in red font (for added text) or in a strikeout font (
like this for deleted text). The Department of Education has permitted early implementation of most of these revisions; changes that institutions are not permitted to implement early are highlighted in gray. Keys applicable to individual sections of regulation are noted in the footer. The Table of Contents for each regulatory part is linked so that clicking on a section title will take you to that section.
- As of July 1, 2007 (Includes revisions that may be applied to 2006-07) Here you will find HEA, Title IV regulations for the 2007-08 award year. These regulations include revisions to parts 668, 690, and 691 that become effective July 1, 2007. The revisions were published on November 1, 2006. Text that is deleted is shown in a strikeout font
(like this). Added text is shown in red. The Department of Education has permitted early implementation of these revisions, so that institutions may opt to apply them to the 2006-07 award year. Revisions to the loan programs resulting from THEAA (Pub. L. 109-292) that were published 9/28/07 and became effective 10/29/07 have also been incorporated. You may view the 10/29/07 THEAA changes as separate marked-up files by section.
- As of January 29. 2007 Here you will find HEA, Title IV regulations that became effective for or during the 2006-07 award year. These regulations incorporate four sets of revisions published in the Federal Register with varying effective dates that occurred during the 2006-07 award year.
This link will take you to files that show the changes in the affected sections for each one of the four sets of revisions, in struck text (deleted as of the effective date) and green highlighted text (added as of the effective date).
- As
of April 15, 2004. Here you will find HEA, Title IV regulations that were in effect as of April 15, 2004. These compilations include technical corrections and revisions published in the Federal Register on December 31, 2003, and March 16, 2004. The preamble to the Final Regulations published in the Federal Register carries information regarding effective dates.
- As of 7/1/02 (with 7/1/03 changes). Here
you will find HEA, Title IV regulations that were in effect as of July 1,
2002. Any corrections or revisions issued as of the compilation date in the
footer have also been incorporated. These regulations also show changes that
will take effect on July 1, 2003. Text that is deleted as of that date is
shown in a strikeout font (
like this). Text that is added as of that
date is shown in a bold italic font (like this). In some cases,
a regulatory change otherwise effective 7/1/03 could have been implemented
earlier at the institution’s option; the preamble to the Final Regulations
published in the Federal Register carries this information.
- As of 7/1/01 (with 7/1/02 changes). Here you
will find HEA, Title IV regulations that were in effect as of July 1, 2001.
The loan regulations also show changes that took effect on July 1, 2002. Text
that was deleted as of that date is shown in a strikeout font (
like this).
Text that was added as of that date is shown in a bold italic font (like
this). In some cases, a regulatory change otherwise effective 7/1/02
could have been implemented earlier at the institution’s option; the preamble
to the Final Regulations published in the Federal Register carries this
information.
- As of 7/1/00 (with 7/1/01 changes). Here
you will find HEA, Title IV regulations that were in effect as of July 1,
2000. These regulations also show the changes that became effective July 1,
2001. Text that was deleted as of that date is shown in a strikeout font (

this). Text that was added as of that date is shown in a bold italic font
(like this). Changes that became effective July 1, 2002, are
also shown in struck or bold italicized text but are double underlined as
well. In some cases, a regulatory change otherwise effective 7/1/01 could
have been implemented earlier at the institution’s option; the preamble to
the Final Regulations published in the Federal Register carries this
information.
- As of 7/1/99 (with
7/1/00 changes). Here
you will find compiled regulations that were in effect as of July 1, 1999.
These regulations also show the changes that became effective July 1, 2000.
Text that was deleted as of that date is shown in a strikeout font (
like
this). Text that was added as of that date is shown in a bold italic font
(like this). In some cases, the effective date of a change
could have been earlier than July 1, 2000, if it resulted from the 1998
Reauthorization legislation; see Dear Colleague Letter GEN-98-28. In other cases,
a regulatory change otherwise effective 7/1/00 could have been implemented
earlier at the institution’s option; the preamble to the Final Regulations
published in the Federal Register carries this information.
