		Taxpayers Erroneously Claimed $532 Million in Education Tax Credits
</title>
	<description>
	Several hundred thousand people erroneously claimed more than $530 million in Hope Credits in 2006 and 2007, according to the Treasury Inspector General for Tax Administration (TIGTA). TIGTA released an audit of whether taxpayers properly claimed education tax credits and whether IRS controls properly identified taxpayers who did not. TIGTA's review looked at taxpayers who claimed the credit in 2006 and 2007 and found that, in 2006, approximately 203,000 taxpayers erroneously claimed a total of over $300 million in Hope Credits. In 2007, over 169,000 taxpayers erroneously claimed a total of over $232 million in Hope Credits.

	In order to assist you with preparations for the upcoming 2010-11 processing cycle, the Department has provided the attached Microsoft PowerPoint presentation containing screen shots of the 2010-11 FAFSA on the Web site. The presentation does not contain shots of every screen, but it should provide you with a detailed early look at what you can expect to see on the "live" version of FAFSA on the Web for 2010-11. The 2010-11 Web Demonstration site will be available mid-December 2009. The demonstration site can be used as a training tool for your staff and for students and parents.

		2010-11 EDE Technical Reference (November 2009 Update)

	Federal Student Aid has posted the updated 2010-11 Electronic Data Exchange (EDE) Technical Reference. The EDE Technical Reference provides programmer specifications, record layouts, and other detailed information for schools or other organizations that need to design software systems to interface with the Department's application processing system. The November 2009 update includes revisions to the Record Layouts section to add "blank" as a valid value for the new IRS Request Flags (ISIR field numbers 173 and 174). FSA also added the Appendix section.

		Oregon: Settles College Savings Plan Suit (Statesman Journal)

	"State officials Thursday announced a $20 million settlement in the state's lawsuit against the manager of the Oregon College Savings Plan," Statesman Journal reports. "Under the settlement, approved by the Oregon 529 College Savings Board, the $20 million will be divided among roughly 45,000 college savers who suffered losses when the OppenheimerFunds Core Bond Fund tanked in 2008."
