The U.S. Department of Education (ED) has not yet issued guidance on this topic. When they do, we will update this Q&A.

There are already annual waiver request processes within the campus-based programs, particularly the underuse waiver process. The most recent process was announced in the Jan. 16, 2020 Electronic Announcement. We expect that underuse waiver requests will receive appropriate consideration and leniency due to Coronavirus. Of course, NASFAA will continue to push for leniency in this regard.

Note that, if your institution chooses to continue paying your FWS students while they are away due to the school closure or having moved all classes online, FWS underuse might not be an issue in some cases.
