No. A school cannot make receipt of Title IV aid contingent upon the student getting vaccinated. That would be creating an additional eligibility criterion for the receipt of Title IV aid, which is prohibited. A student who meets the general student eligibility criteria in 34 CFR 668.32 and the program-specific criteria for each Title IV program is eligible to receive Title IV funds.
