As lawmakers continue to parse through the ways in which they can bolster the annual Pell Grant, NASFAA has published a new report examining how increased funding for the program benefits middle-income families, in addition to its long-standing support of low-income students. Increasing aid to the program does not need to be mutually exclusive to either group of students, NASFAA’s report explains. The report also presents two ways to expand Pell Grant eligibility further into the middle class, while also increasing Pell Grants to low-income families: increasing the maximum Pell award amount, in tandem with modifying the federal methodology formula. Two bills to amend the Isakson-Roe Veterans Health Care and Benefits Improvement Act were introduced in Congress in recent weeks, representing an important step to make a number of improvements advocated for by the higher education community since the legislation was signed into law in December 2020.

NASFAA Responses May Be Delayed on Election Day

NASFAA will be closed on Tuesday, November 2, in order to give NASFAA staff time to fulfill their civic duty by volunteering and voting at the polls on Election Day. NASFAA's Today's News will still be sent, but membership and technical support — as well as responses to AskRegs inquiries — may be slightly delayed. Office functions will resume at full capacity on Wednesday, November 3.

According to guidance NASFAA received from the U.S. Department of Education (ED), if a student is enrolled in a payment period or period of enrollment (period) where a school uses a return of Title IV funds (R2T4) Freeze Date (RFD), and the student withdraws prior to the RFD, the school would include in the R2T4 calculation denominator (60% calculation) the days associated with: Any courses in which the student began attendance; and any courses in which the student was enrolled for the period as of the withdrawal date. View the full answer to this question to learn more.
