NEWS FROM NASFAA

Last month, the Department of Education (ED) issued a Notice of Proposed Rulemaking (NPRM) requesting public comments on draft regulations to implement statutory changes to the 90/10 rule and to update the rules on changes of ownership. The 90/10 rule and changes of ownership were covered in the Institutional Programmatic Eligibility committee in early 2022. Other topics covered in that session included gainful employment, certification procedures, and financial responsibility. ED has indicated that it does not plan to release draft language on any of the remaining topics from the institutional and programmatic eligibility negotiations until spring of 2023, meaning that the earliest those rules could become effective would be July 1, 2024.

NASFAA UPDATES AND ANNOUNCEMENTS

With the annual conference now behind us, NASFAA is looking forward to next year's national conference in San Diego. The 2023 National Conference Program Task Force is looking for member volunteers. The task force, which will begin its work in August and conclude by March of next year, will focus on developing the program for the 2023 National Conference. We expect one in-person meeting for the entire task force which will take place in late fall at the NASFAA office in Washington, D.C. Zoom calls and emails will round out the extent of the work. NASFAA will reimburse for travel related expenses for the fall meeting, but any travel related expenses related to San Diego will be the responsibility of the member. Attendance at the 2023 conference is not a requirement for participation. Read the full task force charter and, if interested, apply to volunteer by Thursday, August 18.
