Last week, the House Committee on Education & Workforce released and advanced its portion of a reconciliation bill, which proposes massive changes to federal student aid programs and Department of Education (ED) initiatives. This article, the third in a three-part series analyzing the bill, outlines the proposed risk-sharing agreement for institutional accountability and the elimination of multiple higher education regulations.

Department of Education (ED) webpages have indicated that both the National Student Loan Data System (NSLDS) and the FSA Partner and School Relations Center have reduced their operating hours to 10 a.m. – 6 p.m. ET. Previously, both centers operated from 8 a.m. to 8 p.m. ET. No other service centers for schools, or the Federal Student Aid Information Center (FSAIC) seem to be impacted by the reduced hours at this time. The reduction follows the department’s reduction in force (RIF) notice, which laid off nearly 50% of staff across all department divisions and comes on the heels of ED’s forthcoming resumption of student loan collections.

NASFAA UPDATES AND ANNOUNCEMENTS

Now in its sixth year, the 2025 Progress, Accomplishment, Thriving, Hope (PATH) Scholarship Program, offered by the Ellucian Foundation, is currently accepting applications from institutions looking to provide aid to students in financial distress. Schools within the U.S. that meet eligibility requirements have until May 23, 2025, to apply for the program. The scholarship program awards a single block grant between $10,000 and $25,000, with the ability to award up to $1,500 for individual students. Since the scholarship’s inception, Blue Icon Advisors, NASFAA’s consulting entity, has been heavily involved in the planning and implementation process and has utilized its expertise to help ensure institutions can participate in the program.
