Earlier this month the Department of Education (ED) released in Dear Colleague Letter GEN-16-14 their long-awaited guidance on the treatment of conflicting information in the implementation year of prior prior year (PPY). This situation may arise due to the transition year from prior year to PPY income as the basis for need analysis. In this implementation year, the same data (2015) will be used for both award year 2016-17 and 2017-18.
