Applying Schedule of Reductions (SOR): Regulatory Requirements and Real-World Scenarios

Schedule of Reductions (SOR) requires institutions to apply federal requirements based on enrollment status as reported through NSLDS, but determining when SOR must be applied — and when it must be re-evaluated across an academic year — can significantly impact aid eligibility. This session will focus on identifying when SOR is required under federal regulations, understanding how enrollment status governs SOR outcomes, and examining the relationship between SOR, NSLDS reporting, and disbursement eligibility. Through extensive examples, participants will apply SOR across both common and complex scenarios, with particular attention to how changes in enrollment status at different points in the academic year can alter outcomes. Emphasis will be placed on consistent, compliant application grounded in regulation and published guidance.

David Futrell

Director of Institutional Compliance
NASFAA

David Futrell is the director of institutional compliance at the National Association of Student Financial Aid Administrators (NASFAA). David began his career in financial aid in 1991 as a graduate assistant at The College of William and Mary, where he obtained his bachelor’s and master’s degrees. Since 2000, he has been with NASFAA providing training and regulatory assistance to financial aid colleagues. His training experience includes in-person classroom training, online facilitated instruction, webinars, and web-based course design. He has also served as a nonfederal trainer with the U.S. Department of Education. Before joining NASFAA, he served as assistant director of financial aid at The University of Vermont and both associate and acting director of financial aid at American University.

Jennifer Philen

Regulatory Specialist
NASFAA

Jennifer Philen is a regulatory specialist at NASFAA, where she updates NASFAA publications and responds to questions regarding regulatory issues through NASFAA's AskRegs service. Jennifer began her career in financial aid in 2001 as a Federal Work-Study student in the financial aid office at the University of Montevallo. After graduation, she began working in the financial aid office at Samford University, where she served in several roles, from financial aid advisor to director. Jennifer has a master’s degree in educational leadership from Samford University and a bachelor’s degree in history from the University of Montevallo. Jennifer joined NASFAA’s Training and Regulatory Assistance Team in 2024. She teleworks from her home in Birmingham, Alabama, and enjoys spending time with her husband and son.
