Public Hearings Scheduled On Upcoming PAYE Negotiated Rulemaking

Members of the public will soon have an opportunity on each coast to weigh in on the Department of Education’s (ED) future negotiated rulemaking sessions on the expansion of the Pay As You Earn (PAYE) repayment plan for federal student loan borrowers.

As President Obama has mandated, PAYE eligibility must extend to an additional 5 million federal student loan borrowers by December 31, 2015. At each hearing, members of the public will have 5 minutes each to present advice or recommendations for topics for a negotiated rulemaking committee to consider when examining how to expand the repayment program.

The first hearing will be held October 23 from 9:00 am to 4:00 pm EST at ED’s office on K Street in Washington, D.C. On November 4, a second hearing will be held from 1:00 pm to 4:00 pm PST at the Marriott Anaheim in California. 

After taking feedback from the hearings, ED will solicit nominees for the negotiated rulemaking team. After negotiators are selected, ED plans to hold three negotiated rulemaking sessions beginning in February 2015.
