Subject: Distribution of DHS-SAVE User IDs for Electronic Third Step Verification of Eligible Noncitizen Status

The Department of Homeland Security-United States Customs and Immigration Services (DHS-USCIS) Systematic Alien Verification for Entitlements (SAVE) program began rejecting all paper Forms G-845 (requests for third step verification) on May 1, 2018 when the process went paperless. Federal Student Aid (FSA) and DHS have completed the tasks required to transition authorized school users to the electronic process.

SAVE system log-on credentials, a SAVE user ID and temporary password, became available to each Primary Destination Point Administrator (PDPA) with Central Processing System (CPS) access on May 21, 2018.

PDPAs can retrieve their log-on credentials by accessing the SAIG Enrollment website at (https://FSAWebenroll.ed.gov), and then navigating to the “Manage your SAIG Mailboxes” screen. Using their log-on credentials, PDPAs will establish their SAVE account on the secure SAVE website: https://save.uscis.gov/web/vislogin.aspx?JS=YES.

Detailed instructions to access the log-on credentials, activate the user ID, create and manage subordinate users, submit third step verification requests and determine students’ eligibility for Title IV aid are in the May 10, 2018 Electronic Announcement “SAVE Instructions for U.S. Department of Education (School) Users”.

On May 24, 2018, the work around for schools to receive third step verification status responses from FSA, as described in the May 4, 2018 Electronic Announcement, ended. Beginning May 24, 2018, schools must follow the directions described in the May 10, 2018 Electronic Announcement “SAVE Instructions for U.S. Department of Education (School) Users”. The new procedure directs users through the workaround procedure only if the message “No cases found that match the search criteria” is received, or the case is closed and the student has submitted new immigration documentation.

NOTE: PDPAs who became PDPAs at their current school, and PDPAs at schools that became Title IV-eligible since March 23, 2018 will receive their DHS-SAVE log-on credentials by May 30, 2018.
