The Department of Education (ED) announced that it will embark on a series of negotiated rulemaking sessions this spring that will dive into eight postsecondary regulatory topics.
According to ED’s agency rule list, those topics will include the following:
As a reminder, according to ED’s master calendar final regulations that are published on or before Nov. 1, 2023 will go into effect July 1, 2024. Further, any final regulations that are published on or before Nov. 1, 2024 will go into effect July 1, 2025.
Per the guidance currently provided by ED, the upcoming negotiated rulemaking sessions are expected to be announced in the spring, along with more details on the scope topics under consideration. The actual negotiated rulemaking sessions would follow the updated notice, thus at the earliest, those sessions are expected to be considered sometime this fall.

I agree! This description seems promising:
The Secretary plans to amend regulations on the requirements for institutions to return unearned title IV, HEA program funds, to consider opportunities to protect students and taxpayers while easing administrative burden for institutions of higher education.
They not only made a complicated issue MORE complicated with the new rules for modules, but they drastically increased the number that we need to do. Community colleges are overly burdened by the new rules and I really hope that they either make it easier to handle or do away with the new rules completely. Honestly, this reform can't come soon enough and I hope that it goes in our favor.

I hope they address R2T4 and modules which is ridiculously complicated
