"Amid an effort to stamp out fraudulent 'ghost students,' real California college students may face more financial aid hurdles under stricter requirements," SFGATE reports.
..."Though the Education Department hasn’t released specifics about the new verification approach, complicating the process raises some accessibility concerns for community colleges that have an open-enrollment policy.
Jill Desjean, a director of policy analysis for the National Association of Student Financial Aid Administrators, told SFGATE that oftentimes, when real students are selected for complicated verifications, it can deter them from going to school.
'The verification process itself, because it is burdensome, actually causes them to not follow up and not ultimately enroll in school, or worse: enroll in school without financial aid and not be able to stay because they can’t afford it,' Desjean said."
