Jill Desjean, a director of policy analysis for the National Association of Student Financial Aid Administrators, told SFGATE that oftentimes, when real students are selected for complicated verifications, it can deter them from going to school. 

'The verification process itself, because it is burdensome, actually causes them to not follow up and not ultimately enroll in school, or worse: enroll in school without financial aid and not be able to stay because they can’t afford it,' Desjean said."
