Attached is the NSLDS Delinquent Borrower Report Extract Record Layouts for Schools (DELQ01 and DELQ03). As explained within the document, the CSV version of the layout has been updated to include header and trailer records, and three record types have been added to represent the header, detail, and trailer records. These updates have no impact on the length of the file layout.
