NEWS FROM NASFAA

More than a decade after the onset of the Great Recession, the American economy is seeing some improvement, as the nation's "jobs gap"—the difference between national employment now and before the recession—has closed, and the share of adults between the ages of 25 and 64 has increased in recent years. But for some demographics, such as those without a college education, the recovery has been slower, according to a new report from the Brookings Institution.

Help Us Get the Word Out to Students: FAFSA Twitter Chat

The Education Finance Council is hosting its annual "Understanding the FAFSA" Twitter chat tomorrow, Wednesday, September 12 at 2:00 p.m. ET. Join us in spreading the word by encouraging your students to tune in, ask questions, and get advice from higher education and financial aid experts using the hashtag #collegesuccess.

The Forward50 is seeking public comments on its draft recommendations. Some of the recommendations related to college access include implementing NASFAA's proposal for a three-level application process, expanding functionality of the IRS DRT to include all line items of the IRS 1040 tax return and W-2 information, and instituting a "one-time FAFSA." We encourage you to read through all of the Forward50's recommendations and to submit your comments using the online submission form on the Forward50's website no later than 11:59 p.m., PDT on Friday, September 28. No submission is too small, and you are not required to provide feedback on all recommendations.

U.S. DEPARTMENT OF EDUCATION

In a June 6, 2018 Electronic Announcement, the Department of Education provided Teacher Education Assistance for College and Higher Education (TEACH) Grant Closeout information for the 2017–18 Award Year. This announcement provides additional information to supplement the previous guidance.

The Federal Pell Grant (Pell Grant) Program regulations at 34 CFR 690.83(a) establishes the deadline by which a school must submit student payment data each award year. The data must be submitted to the Department of Education (the Department) by September 28th following the end of the award year in which the Pell Grant or Iraq and Afghanistan Service Grant is made.

The federal fiscal year for the Department of Education (the Department) ends on Sunday, September 30, 2018. Some of the Department’s core financial systems, including G5, will be on a modified processing schedule while the Department finalizes its processing and accounting for fiscal year 2018. These interruptions will impact how the Common Origination and Disbursement (COD) System will process financial data and when schools can obtain funds for the federal student aid programs as follows.

x - FEDERAL REGISTER

The Family Policy Compliance Office (FPCO) reviews, investigates, and processes complaints of alleged violations of the Family Education Rights and Privacy Act (FERPA) and the Protection of Pupil Rights Amendment (PPRA) filed by parents and eligible students. FPCO's authority to investigate, review, and process complaints extends to allegations of violations of FERPA by any recipient of ED funds under a program administered by the Secretary. This revision includes the addition of the PPRA Complaint form that would allow parents to file a complaint. The Department expects to receive more than 10 complaints under the PPRA requiring approval.

In accordance with the Privacy Act of 1974, as amended (Privacy Act), the Department of Education (Department) publishes this new notice of a system of records entitled “Postsecondary Education Participants System (PEPS)” (18-11-09) and a rescinded system of records entitled “Integrated Partner Management (IPM) system” (18-11-21). The Department is rescinding the IPM system because the Department did not implement it and will continue using the PEPS system of records.
