Tootie Olsen, director of financial aid at Cabrillo College, along with college leadership approached Blue Icon Advisors to verify the institution is compliant with Title IV Federal Student Aid rules and regulations and operating efficiently. Blue Icon performed a Standards of Excellence (SOE) Review for Cabrillo, which included a detailed report of findings. The January 3, 2025, final rule made significant changes to R2T4 regulations that increase the accuracy and simplicity of calculations, address what constitutes a withdrawal, and codify longstanding policies into regulation.
