The Senate Health, Education, Labor and Pensions (HELP) Committee advanced several bills on Thursday morning, including the College Transparency Act, a bill that aims to provide students with information about enrollment, completion, and postsecondary earnings for institutions and majors across the country.

Back in May, a coalition of 25 states and the District of Columbia (plaintiffs) sued the Department of Education (ED) over the RISE Final Rule's definition of "professional degree." The states argued that by limiting the higher $50,000 annual/$200,000 aggregate loan limit to a short list of programs such as medicine, law, and pharmacy, ED rewrote the One Big Beautiful Bill Act’s (OBBBA) statutory definition.

This new student-facing resource explains the June 24 court stay in the RISE Final Rule professional degree litigation and what it means for borrowing. It walks through which programs are now temporarily eligible for the higher professional student loan limits ($50,000/year, $200,000 aggregate) versus the original 11-field list, and answers common student questions in plain language, like whether schools have to raise their limits, whether it's safe to borrow the full amount given the uncertainty, and what may happen if the court later reverses course. This resource is now available as a webpage and PDF on the OB3 Web Center.

This four-week interactive online course, starting September 14, will focus on the 2026-2027 processing year, and concentrates on the principles of verification, information subject to verification, acceptable documentation, processing data corrections, how to verify applicant files in accordance with Title IV verification requirements, and options for institutional verification.
