On Monday, NASFAA submitted comments to the Department of Education (ED) on its proposed 2023-24 FAFSA, which is largely unchanged from the 2022-23 FAFSA aside from the removal of questions related to Selective Service registration and prior drug convictions, which are no longer required to determine student eligibility. NASFAA noted that the removal of the question “Are you male or female,” which was part of determining the need for Selective Service registration, could have unintended consequences. NASFAA also noted necessary changes to the 2023-24 FAFSA should ED opt to use its authority to implement provisional independent student status on-time on July 1, 2023.

On Monday, NASFAA submitted joint comments with the Vera Institute of Justice on the Department of Education’s (ED) proposed Incarcerated Applicant Form. The comments urged ED to make significant changes to the form — which as proposed is identical to the standard FAFSA — noting the unique challenges faced by incarcerated students. The groups recommended that ED use its authority to implement provisional independent student status on-time for incarcerated students, and also requested that ED de-prioritize verification selection for this population.
