On Monday, the Department of Education (ED) issued its final rule to implement statutory changes to the Pell Grant program enacted under the One Big Beautiful Bill Act (OBBBA). The proposed regulations would create two major policy changes. First, they would establish the new Workforce Pell (WFP) program, allowing Pell Grants to be used for certain short-term workforce training programs offered by eligible institutions. Second, the regulations would implement a provision making students ineligible for a Pell Grant if their non-federal grant or scholarship assistance equals or exceeds their cost of attendance (COA), even if the student was otherwise eligible for the grant. NASFAA is currently working on a full analysis of the final rule. NASFAA's Annual Business Meeting was conducted virtually last week, immediately preceding the Policy Update Webinar and is now available on demand. NASFAA's bylaws dictate that the association must meet annually for the purpose of transacting all business which may be brought before the membership. The meeting included updates on NASFAA's financial status, FAAC® program, governance and oversight, and diversity efforts. The NASFAA Policy Update included the latest updates on what's happening in Washington related to student aid policy.
