The Department of Education (ED), on Tuesday, released its final rule covering the Pell Grant changes made in the One Big Beautiful Bill Act (OBBBA), which ED noted it will now refer to as the Working Families Tax Cuts Act (WFTCA). Pell Grant eligibility for students enrolled in eligible workforce programs (known as Workforce Pell, or WFP) is effective July 20, 2026, per the final rule, with an option for early implementation beginning July 1, 2026.

A coalition of 25 states on Tuesday sued the Department of Education (ED) over its final rule implementing new student loan limits enacted under the One Big Beautiful Bill Act (OBBBA), claiming that this rule will price many students out of entering the healthcare workforce and harm public higher education institutions.

Most recently, Alisa was the senior advisor and director of research and evaluation at Higher Ed Insight and vice president for research at the Institute for Higher Education Policy (IHEP). She was appointed to the Department of Education’s Committee on Measures of Student Success in 2010-2011 and was a member of the National Postsecondary Education Cooperative (NPEC). With more than 25 years of experience conducting research and evaluation projects on a broad array of topics, including financial aid, access and success for historically marginalized students, higher education financing, and measures of community college success, she has extensive experience working with higher education institutions to improve their capacity for internal data analysis and strategic finance.
