NEWS FROM NASFAA

On Wednesday NASFAA submitted comments to the Department of Education (ED) in response to its proposed regulations for changes related to the institutional accountability framework created by the One Big Beautiful Bill Act (OBBBA). NASFAA’s comments ask for greater flexibility in how institutions determine students' states of residence for the earnings benchmark calculation, urge ED to resolve data quality concerns with the Census Bureau regarding the high school graduate comparison group before finalizing the rule, question ED's authority to impose institution-wide Title IV eligibility loss, and call on the department to explicitly exempt Prison Education Programs from the new accountability framework to protect incarcerated students' access to Pell Grants.

A group of three senators on Tuesday introduced companion legislation aimed at preventing federal student aid fraud by targeting “ghost students,” dubbed the Student Aid Fraud Oversight and Accountability Act.

NASFAA, along with several other higher education organizations, sent a letter to U.S. Citizenship and Immigration Services (USCIS) voicing concerns about recent delays in processing time for Deferred Action for Childhood Arrivals (DACA) renewal applications. Notably, according to February data from USCIS, the median processing time for a DACA renewal application had grown from two weeks in fiscal year (FY) 2025 to 2.3 months. The organizations stressed that efficient processing of these renewals is “essential to continue the academic, economic, and social contributions of DACA recipients at our institutions of higher education and broader communities,” noting that many DACA recipients are students, faculty, and staff members.
