NEWS FROM NASFAA

During the webinar on August 12th, Implementation of New Loan Limits and Interim Exception for Continuing Students, ED staff instructed schools to use credits instead of time as the basis of calculating Expected Time to Credential (ETTC), a key component of eligibility for the interim exception to new loan limits enacted under the One Big Beautiful Bill Act (OBBBA).

"I’m finishing up my time as the Dallas Martin Endowment Intern, and wanted to write a note of thanks to you all and tell you a bit more about how I spent my summer! I worked to update some of NASFAA’s issue briefs this summer, Doubling the Maximum Pell Grant and Student Aid Funding. An ongoing project I was able to take over for the summer was our Legislative Tracker, where I learned how to read and summarize legislation introduced by this Congress." Read on to hear about Sophie's favorite experiences as NASFAA’s 2026 Dallas Martin Endowment policy intern and where life is taking her next.

In a review of the Department of Education’s (ED) instruction to student loan servicers over program changes, the Government Accountability Office (GAO) is recommending the department develop criteria for determining when to conduct early coordination with servicers in order to ease program implementation challenges.

NASFAA UPDATES AND ANNOUNCEMENTS

This AskRegs Knowledgebase Q&A was updated on August 11, 2026, to reflect a change in NASFAA's understanding of limited available U.S. Department of Education (ED) guidance. You will calculate and originate separate single-term loans under 34 CFR 685.203(m)(1)(i) —one under the interim exception and one under the new loan limits. Once the student loses the interim exception (legacy or grandfathered status), the new loan limits under 34 CFR 685.203 apply. View the full answer to this question to learn more.
