A school has a spring term which ends May 4, 2023 and a summer term which begins May 15, 2023. The national emergency is set to end on May 11. Would spring term be the last term in which the school can transfer up to 100% of Federal Work-Study (FWS) to Federal Supplemental Educational Opportunity Grant (FSEOG)?
Yes. Per the January 15, 2021 Electronic Announcement, schools may continue to transfer Federal Work-Study (FWS) funds into the Federal Supplemental Educational Opportunity Grant (FSEOG) program through the end of the payment period that includes the end date for the federally declared emergency related to COVID-19. The national emergency will end on May 11, 2023. According to the August 1, 2022 Electronic Announcement, this means for the 2022-23 award year, a school can transfer FWS to FSEOG through the end of the payment period that includes May 11, 2023. Since your spring 2023 payment period at your school contains May 11, then you can continue to transfer funds through the end of spring 2023. After that (beginning with your summer 2023 term), you can no longer transfer unspent FWS funds into FSEOG using the COVID flexibility and will revert back to normal use of funds rules in Volume 6 of the FSA Handbook.

Is this acceptable based on what we know right now? Could this mean, you must spend 100% of your FWS money by March 11th include money you transferred to FSEOG, meaning you must show you spend 100% of your FSEOG money?

For that internal paper trail, I usually email my AVP with my plan, and she replies with her approval. That way the date and details of the decision are documented.

Since the transfer of funds does not show up until you complete the fisap, is the just a paper trail internally showing you requested funds be transfered from FWS to FSEOG before March 11 because you still have to keep some funds available for summer.
