NEWS FROM NASFAA

On Tuesday, the Department of Education (ED) published proposed regulations for its 90/10 rule for for-profit colleges, Pell Grant Eligibility for Prison Education Programs, and procedures for institutions undergoing changes in ownership. A pair of negotiated rulemaking committees met last year to discuss the regulations and reached consensus on 90/10 and the Pell Grant Eligibility topics during the sessions, but did not come to consensus on the change of ownership paper, which is reflected in ED’s proposed rule.

To get a better idea of how issues involving diversity manifest in the world of higher education and financial aid, we spoke with NASFAA's newly appointed Diversity Officer Derek Kindle, vice provost for enrollment management at the University of Wisconsin-Madison, about his experiences and what he believes are the biggest struggles facing aid administrators from minoritized backgrounds today.

NASFAA UPDATES AND ANNOUNCEMENTS

Are you a new financial aid director with less than one year of experience at the director level? Join Blue Icon Advisors, NASFAA Consulting for the next New Director Group Coaching cohort in September — the only session offered this fall! Sharon Griffin, interim director of financial aid at Saint Augustine's University, said all new directors should enroll in Blue Icon's group coaching. "The weekly homework assignment was challenging due to everything going on with COVID-19, but the assignments were necessary and gave us a hands-on opportunity to create a model for our own institution," she said. "The instructors were knowledgeable and willing to help at all times. The group coaching was exactly what I needed to guide me to the next level of office professionalism." Read what other past participants have to say and register by September 2 for the next six-week session!

Lawmakers continued to introduce student aid-related legislation in May and June 2022. Among the many bills introduced were the Federal Work-Study Improvement Act, which would amend the Higher Education Act to equally consider the federal share of Federal Work-Study funding at all institutions of higher education; the Student Debt Relief and College Affordability Act, which would permit debt forgiveness to Federal Pell Grant recipients based on their Pell Grant award and/or loan principal and interest; and the Debt Cancellation Accountability Act of 2022, which would require that Congress appropriate funds in the case of class-based student loan forgiveness, and that the Secretary of Education provide proof in writing of necessity and legal authority to request such funds from Congress in order to forgive class-based loans. Stay on top of new bills introduced each month with NASFAA's Capitol Recap and the NASFAA Legislative Tracker.
