ED Provides FVT/GE Reporting Updates Amid STATS Early Implementation Option

The Department of Education (ED) on Wednesday explained new updates to the National Student Loan Data System (NSLDS) with the implementation of the Student Tuition and Transparency System and Earnings Accountability (STATS) framework, outlining several reporting requirements that are now optional for the October 1, 2026 reporting if an institution chooses to early implement STATS. 

On Wednesday, ED published its final rule for its new accountability framework, which was enacted under the One Big Beautiful Bill Act (OBBBA), with most of the regulations effective on July 1, 2027, and an option for early implementation beginning July 1, 2026. 

In an electronic announcement, ED reminded institutions that this new accountability framework is replacing the existing Financial Value Transparency and Gainful Employment (FVT/GE) regulations, and noted that for this year’s October 1 reporting, institutions may choose to report under the FVT/GE regulations, or under STATS if the institution chooses early implementation.

As a result, ED has made several fields optional for this year’s October 1 reporting as of Wednesday. These optional fields are detailed in the announcement. ED stated that it will consider an institution’s decision not to report data in the optional fields to be an indication of the institution’s early implementation of STATS. For institutions that do want to early implement, they can omit data in some or all of the optional fields, ED wrote. 

Institutions that want to remain under the FVT/GE regulations for this year would still report data for the optional fields. 

All institutions are required to submit either data under STATS or FVT/GE by October 1, 2026, ED clarified. 

The announcement also mentions NSLDS updates that will be made to accommodate new Workforce Pell fields that will be reported to NSLDS from the Common Origination and Disbursement (COD) System now that Pell Grant eligibility has been expanded to certain short-term workforce programs.

Sitting down for an interview with the Chronicle on the subject is fine, but allowing them to publish STATS data conclusions in the same article prior to releasing the Final Rules is bush league.
